Hamburg Establishes Major Deep-Tech Innovation Hub in Speicherstadt with €50 Million Backing

Berlin, Germany – November 27, 2025 — Hamburg has taken a significant step towards establishing itself as a leading European centre for science-based technological innovation with the official opening of Impossible Founders, a comprehensive startup factory dedicated to transforming scientific breakthroughs into commercially viable ventures. The initiative, which commenced operations on 1 November 2025, represents a coordinated effort between research institutions, private enterprises, and philanthropic foundations to accelerate the development of deep-tech companies focused on sustainable technologies.

The startup factory, situated within the Digital Hub in the historic Speicherstadt warehouse district, has secured €50 million in total funding to support its ambitious agenda. The German Federal Ministry for Economic Affairs and Energy contributed €10 million, whilst Hamburg-based companies and foundations provided an additional €40 million, demonstrating substantial private sector confidence in the project’s potential to reshape the regional innovation landscape.

Arik Willner, formerly Chief Technology Officer at the Deutsches Elektronen-Synchrotron (DESY), assumed the role of Managing Director in November 2025. Willner articulated the strategic vision underpinning the initiative, emphasising that Hamburg possesses considerable potential to emerge as an international leader in deep-tech innovations. According to Willner, the establishment of Impossible Founders creates novel structural frameworks that meaningfully accelerate the transition from scientific knowledge to marketable technology, whilst simultaneously serving as a strategic extension of DESY’s innovation pathway.

The project emerged from a competitive selection process conducted by the Federal Ministry, which designated ten startup factories across Germany to strengthen the nation’s deep-tech ecosystem. Hamburg’s successful bid distinguished it as the first such facility to be formally introduced under this national programme, positioning the city ahead of other metropolitan regions in the race to develop science-driven entrepreneurship infrastructure.

The initiative draws support from a broad coalition of institutional partners. The Michael Otto Foundation and the Joachim Herz Foundation, both established supporters of science-based spin-offs in Hamburg, played instrumental roles in initiating the project. Academic partners include the University of Hamburg, the Hamburg University of Technology, and DESY. Corporate participants encompassing Hamburger Sparkasse, semiconductor manufacturer Nexperia, and the Otto Group have made substantial financial commitments to the venture.

Impossible Founders concentrates specifically on green technologies, sustainable materials development, and advanced processes, with particular emphasis on applications involving artificial intelligence and quantum computing. This sectoral focus reflects Hamburg’s existing research strengths and aligns with broader European priorities regarding climate transition and technological sustainability.

The operational model encompasses a comprehensive support structure guiding newly established companies through all developmental phases, from initial concept development and prototyping through to financing and scaling. The factory intends to operate four incubators and two accelerators by 2035, facilitating the establishment of over 170 startups, each receiving minimum funding of €2.5 million. These ventures are projected to generate more than 3,000 employment opportunities and attract at least €1.8 billion in capital investment.

The initiative has already demonstrated early momentum prior to its formal launch. The Future Founder support programme, established before official designation as a startup factory, conducted its inaugural Demo Day in January 2025, with a third edition commencing at the end of October. Additionally, the Deep Tech Innovation Sprint, a collaborative problem-solving event held on the DESY campus, attracted over 20 participants focused on developing solutions within recycling and circular economy sectors.

Norbert Aust, President of the Hamburg Chamber of Commerce, characterised Impossible Founders as a potential beacon within Hamburg’s innovation ecosystem, emphasising that the project demonstrates Hamburg’s credentials as a leading centre for deep-tech innovation. Aust identified the federal funding as a significant milestone in Hamburg’s strategic development as a startup location.

The Speicherstadt location carries particular symbolic significance, as the historic warehouse district has undergone transformation into a contemporary digital innovation hub. This juxtaposition of historical architecture and cutting-edge technological development reflects Hamburg’s broader positioning as a city bridging traditional commercial heritage with emerging innovation sectors.

By 2035, Impossible Founders aims to deliver 400 innovation projects annually through corporate partnerships, substantially expanding Hamburg’s capacity to translate scientific research into commercially viable technologies. The initiative operates according to the guiding principle “What if it’s possible?”, reflecting an ambition to address fundamental challenges confronting contemporary society through technological innovation grounded in rigorous scientific research.

The establishment of Impossible Founders represents a coordinated response to Hamburg’s aspiration to become Germany’s second major deep-tech hub, following Munich’s established prominence in this sector. Through combining research excellence, entrepreneurial capability, and sustained financial commitment, the initiative positions Hamburg to attract science-based startups from across Northern Europe and beyond, contributing to the city’s emergence as a significant centre for innovation-driven economic development.
